noob: header file dependency issues while building bionic

Hi

I found several instances where adding new #include lines and/or modifying the header files do not seem to result in rebuilding the .cpp file --
In those cases, I had to manually touch the .cpp file (which #include the modified header file)

Is this a known issue or is this a symptom of something I am doing incorrectly?

I am typically running

1. modify files
2. git commit -a --amend
3.  make -j4 showcommands
