Changing build number in output

When just building one module or tool, like in the directions at https://android.googlesource.com/platform/sdk/+/master/docs/howto_build_SDK.txt. Building the winsdk- How am I able to change the build number on the compiled output to something other than <build.number.$USER>. I do not want the $USER defined in the build number. Thanks
