Does Android RBE have a fallback strategy

Android version: android-12-r2
RBE version: 0.57.0

Does RBE have a fallback policy when it can't connect to server? I know there are strategies like RBE_CXX_EXEC_STRATEGY, but when RBE can't connect to server, it will still fail. I found rewrapper have -exec_strategy option, but it doesn't work if I set RBE_exec_strategy.
