RILD not compiled with 4.1.1 full_x86-eng

I have a quick question regarding the appropriate behavior of the
JRO03C build of AOSP for the full_x86-eng target. Is the rild module
supposed to be compiled as part of the target? If so, I found after
the standard build process it was not until I manually targeted it (mm
rild). Has anyone else noticed this issue? Could this have been caused
by sync errors or something else? Thanks for any info.
