Is there a way to override a LOCAL_MODULE?

I know there is a LOCAL_OVERRIDES_PACKAGES. But seems like it works only for applications.

Sometimes we need override other sorts of modules, like an init.*.rc under system/etc for different devices, what is the best way to do this?
