How to build Settings APK from AOSP Source code ?

Is it possible to build the settings apk individually ? if yes Could you please provide a set of steps to build the Settings apk from the source code (https://groups.google.com/forum/#!forum/android-building) without pulling the whole android source code ?

The Settings app reaches into enough private APIs that you're going to need a significant portion of the platform in order to build it. (It does not build against the public SDKs)
