You can't. We only distribute the latest factory image for each major version.

The primary goal is to allow people to restore their device to a known
state without exposing them to bugs that have already been fixed and
without forcing them to go immediately through an OTA.

The secondary goal is to allow developers to flash their devices back
to older versions for testing.

Our current approach tries to balance those two goals.
