Release version for minSdkVersion = 4 ?

The current setting seems to be minSdkVersion="2".

Unfortunately, this causes the installer to automatically grant
additional privileges to the code, in particular

android.permission.READ_PHONE_STATE

Would it be possible to release two builds, one with the current
minimum version, and one with minimum of "4"?
