i have seen a peculiar chart of a lady with capricorn ascendant with
saturn and jupiter and moon
mars is in house of cancer.
is it a case of cancellation of debilted planets jupiter and mars?

No this is not the case there is never any cancellation of debilitation or exhaltation in the horoscope, i the said horoscope the person seems to be poor and her husband may have a short life. but we need to check the position of sun also.
