A panel of experts will share their perspective on how the recent court victory for the Ivy City community strengthens and clarifies the laws around the DC government's requirements to provide notice of its actions to Advisory Neighborhood Commissions (ANCs) and consider their input with "Great Weight."

Every Commissioner and civic activist needs to understand these requirem
ents in order to watchdog and enforce the city government's compliance with these laws.

Our panel of experts includes:

Johnny Barnes --- The self described "People's Lawyer" who represented Ivy City in its recent victory, securing a Preliminary Injunction, halting the construction of a bus parking lot in a residential neighborhood.  The 22-page Opinion by the Court has been described as "groundbreaking" when it comes to ANC participation in Government decision making concerning development, planning and environmental matters.

 

Jason Newman --- Professor of Law, Emeritus, Georgetown University Law Center.  Professor Newman helped draft the D.C. Home Rule Act and played a significant role in the ANC provisions in the Act.  He also provided the first training sessions for ANCs in 1973, explaining to these new officials their duties and responsibilities under the Act.     

Gottlieb Simon --- Director of DC’s Office of Advisory Neighborhood Commissions.  Mr. Simon leads the office that provides technical assistance, training and advice to DC’s 37 Advisory Neighborhood Commissions.
