The Planning, Zoning and Transportation Committee of Advisory Neighborhood Commission 1C will meet on Wednesday, February 15 at 7:00 PM.

The meeting will convene at the Kalorama Park Community Center, 1875 Columbia Road, NW.

This is part of the on going discussion surrounding the proposed development of a hotel inclusive of the First Church of Christ Scientists at 1770 Euclid St., NW.
 
 
(2)-2337 Champlain Street, NW.  Board of Zoning Application #18-330, request for Variances and relief.

Dear Neighbors,

Two items to share with you. 
 
First, this Saturday, March 17 the Rock 'n' Roll USA Mrathon will be coming thorough Adams Morgan.  Be expecting activity as early as 8:00 am with the majority of runners coming through between 11:00 am and 11:45 AM.  There will be rolling closures of side streets as the marathoners come through.  Final clean up and end of the event is scheduled at 1:00 PM latest.
 
A longer description is at the end of this email.  Here is a brief version.
 
 
Rock 'n' Roll USA Road Closures on Saturday, March 17
Dear ANC Commissioners,

This is a reminder that the SunTrust Rock ‘n’ Roll USA Marathon & CareFirst Rock ‘n’ Roll USA Half Marathon is coming up on Saturday, March 17.

The course passes through several Advisory Neighborhood Commissions between the start line, near RFK Stadium at C and 19th Streets NE, and the finish line on East Capitol Street at Armory Mall. Informational door hangers were distributed to residents, businesses and organizations along the route last week. Detailed information on detours, access lanes, metering intersections/bump cross routes, alternate routes and an interactive map are also available on our website.

 (1)-Application for Special Exception and Variance Relief for property located at 2525 Ontario Road, NW.
This application is to allow the conversion of a temporary use to a permanent use to operate a child development center in existence for the last three years called Jubilee JumpStart and operating in the lower level of 2525 Ontario Road, NW.
 
(2)-Second review and possible Committee recommendation to full ANC on Enhanced Residential Parking Program to provide:
 
-One side of each residential street reserved only for Ward One cars during posted parking hours.
-Visitor Parking Pass for each ANC 1C household.
-Access to Ward One parking stickers for households not on residential streets.

SunTrust Rock ‘n’ Roll USA Marathon & CareFirst Rock ‘n’ Roll USA Half Marathon on Saturday, March 17, 2012 
  
Be aware and plan ahead for your travel on March 17 during the SunTrust Rock ‘n’ Roll USA Marathon & CareFirst Rock ‘n’ Roll USA Half Marathon. Most road closures will be in effect between 7:20 am and 12:45 pm, with several exceptions which will be noted in this message.  Roads will re-open on a rolling basis as the last participant passes, course support materials are removed, and streets are cleaned.    
  
During the race several access routes will remain open throughout the District.  
The following roads and freeways that provide under/over-pass options will not be affected by road closures. 
Rhode Island Avenue NW
• T Street NW
• New York Avenue NW
• New Hampshire Avenue NW
• Massachusetts Avenue NW
• 295/695/395
Anacostia Freeway

All road closure and reopening times provided in this recording are approximate and subject to change on race day. 
  
The race starts near RFK Stadium on C Street NE and finishes in front of the DC Armory on East Capitol Street NE.  Streets in the start/finish area will be closed the longest.   
• C Street from E. Capitol Street SE to 22nd  Street NE will be closed from 3:00 am until about 2:00 pm  
• E. Capitol Street NE from 19th Street NE to 22nd Street NE will be closed from 12:00 midnight until 3:00 pm on Saturday. 
• 22nd Street NE from C Street to East Capitol is closed from approximately 8:30 am to 2:30 pm. 
  
Full and half marathoner participants run together for the first 12.5 miles. Most of the streets on this part of the course will reopen on a rolling basis between 11:30 am and 1:00 pm. 
The following streets close at 7:20 am and reopen on a rolling basis between 10:30 am and Noon: 
• Constitution Avenue NW from 9th to 20th Streets NW reopens at 10:30 am • 11th and 13th Streets NE around Lincoln Park reopen at 11:30 am • 11:45 am road reopening include: 
o 2nd Street NE between East Capital Street NE and Massachusetts Avenue NE  
o Massachusetts Avenue NE between 2nds Street NE and Columbus Circle NE  
o Columbus Circle NE
• The following streets reopen around 12 Noon: 
o E Street NE between Columbus Circle NE and 3rd Street NW o 3rd Street NW between E Street NW and Constitution Avenue NW 
o Constitution Avenue NW from 3rd  to 9th  Street NW  
The 9th Street Tunnel NW from Constitution NW to Maine Avenue SW will reopen approximately 12:30 pm 
  
From mile 4 to 9 on the course, streets close later, at 8 am, and reopen between 11:00-11:45 am.  These closures include: 
• 18th Street NW from Constitution Avenue NW to Connecticut Avenue NW • Connecticut Avenue NW from 18th Street NW to Columbia Road NW • Columbia Road NW from Connecticut Avenue NW to Harvard Street NW • Harvard Street NW from Columbia Road NW to 5th Street NW • 5th and 4th Streets NW from Harvard Street NW to Bryant Street NW • Bryant Street NW from 4th Street NW to North Capitol Street NW 
  
Streets along miles 10 to 13 that close between 8:00-8:30am and reopen at approximately 12:30 pm include: 
• North Capitol Street NW between Bryant NW and K Street NE • K Street NE between North Capitol Street NW and 4th Street NE • 4th Street NE between K Street Ne and H Street NE • H Street NE between 4th Street NE and 13th Street NE 13th Street NE between H Street NE and Constitution Avenue NE is closed until 1:00 pm 
  
At mile 12.5, the half marathoners turn onto C Street and continue on 22nd Street to the finish.  Marathoners turn on C Street and begin a second loop of the course along East Capitol, 2nd, Columbus Circle, E Street and 3rd Street to Constitution.  From Constitution they turn south through the 9th Street Tunnel. 
  
Streets along miles 15-26 of the marathon course will close later, between 8:30-9:30 am, and reopen between 12:30 and 1:45 pm. These streets include: 
• Maine Avenue NW from 9th Street NW to 6th Street SW • 6th Street SW from Maine Avenue SW to Water Street SW • P Street SW from Anacostia River Trail to 2nd Street SW • 2nd Street SW from P Street SW to V Street SW • V Street SW from 2nd Street SW to 1st Street SW • 1st Street SW from V Street SW to Potomac Avenue SW • Potomac Avenue SW from 1st Street SW to South Capitol Street SW • South Capitol Street SW from L Street SW to South Capitol Street SE/Douglass Bridge • Douglass Bridge Access Road to Anacostia Dr • Anacostia Dr SE to Nicholson Street SE • Nicholson Street SE from Anacostia Dr SE to Fairlawn Avenue SE 
  
Streets on the final miles of the marathon course that will close at 9:30 am and reopen about 2:00-2:15 pm are: 
Fairlawn from Nicholson Street SE to Pennsylvania Avenue SE • Pennsylvania Avenue SE from Fairlawn to L’Enfant Square SE • L’Enfant Square SE from Pennsylvania Avenue SE to Minnesota Avenue SE • Minnesota Avenue SE from L’Enfant Sure SE to East Capitol Street SE • East Capitol Street SE from Minnesota Ave SE across Whitney Young Bridge to C Street and the finish on 22nd Street.

 (1)-Adams Morgan First Church of Christ Scientists Hotel
The meeting will be dedicated to a presentation by the developer for the proposed hotel behind and on the property currently housing the First Church of Christ Scientists on the 1700 block of Euclid St.  The presentation will review the pre-hearing submission by the developer on the project.  The Zoning Commission has set this project down for two hearings on September 6 and September 13.  The community is invited to this early presentation of the submission.
