WHO has long recognized that safety and, in particular, biological safety are important international issues. WHO published the first edition of the Laboratory biosafety manual in 1983. The manual encouraged countries to accept and implement basic concepts in biological safety and to develop national codes of practice for the safe handling of pathogenic microorganisms in laboratories within their geographical borders. Since 1983, many countries have used the expert guidance provided in the manual to develop such codes of practice. A second edition of the manual was published in 1993.
WHO continues to provide international leadership in biosafety through this thirdedition of the manual by addressing biological safety and security issues facing us inthe current millennium. The third edition stresses throughout the importance ofpersonal responsibility.
This third edition contains the first amendment to the IHR (2005): a revision to Annex 7 adopted by the Sixty-seventh World Health Assembly in 2014. The amendment provides that the period of protection from vaccination with an approved vaccine against infection with Yellow Fever, and the validity of the related certificate, will be for the life of the person vaccinated rather than a period of ten years as previously required. In accordance with the WHO Constitution and the IHR (2005), this amendment entered into force for all States Parties on 11 July 2016. There were no reservations or rejections concerning the amendment submitted by any State Party within the period required by the IHR (2005).
This edition also updates Appendix 1 containing the list of IHR (2005) States Parties (to include Liechtenstein and South Sudan). As of the Sixty-ninth World Health Assembly in 2016, five Review Committees have been convened under the IHR (2005) and reported with conclusions and recommendations on key aspects of the functioning and implementation of the Regulations. Mammal Species of the World, 3rd edition (MSW3) is a database of mammalian taxonomy. It is hoped that this database on the World Wide Web can be used as a convenient on-line reference for identifying or verifying recognized scientific names and for taxonomic research. The third edition of the World Wildlife Crime Report probes recent trends in the illicit trafficking of protected species of wild fauna and flora and provides a broad assessment of current knowledge about the causes and implications of associated crime at a global level. As was the case for the first two editions published in 2016 and 2020, research carried out for this report included quantitative assessment of global wildlife trafficking and a series of in-depth case studies.
