Apparently, your patch cannot be accepted because of a missing CA. I was curious to know if there is some problem that is keeping the situation in a stall.

There is a huge problem, and it comes with the name "lazyness". I know it's a tiny thing, but having to understand and undersign the CA feels like lifting a ton to me...
It's in my TODO list since months, I need to find the mental strength to get it done.

Since we're talking about it, IIRC you need to write which project you want to contribute to, is it really the case? Does it mean I have to sign & send a CA anytime I want to contribute to a new Clojure or Contrib project?

I'll leave the answer to someone else, I'm the most ignorant in this matter :)
Anyway, this is no small limitation in data.xml. I bet developers regularly switch to some other library when they have to do some non trivial XML processing.
