While this needs to be done and the letter is well drafted, am wondering whether we should give a formal letter to the authorities to do a work which is legally not permitted. May be we can think about it again.

Just try to put a clause like "please cover the drain till the time only clean water flows to prevent health related issues.."

In that way we will not be asking them to cover permanently.
