Ampache can trans-code "on the fly". also, with Ampache, streaming would
require a third party app such as VLC. The transcode config would be set
up in config/ampache4.cfg.php.
In admin->options, allow streaming, allow video features. In
admin->streaming authorize HTML5 (and flash if so desired), and
optionally javascript.
Users then must set their own preferences for options and streaming.
Their ability to change settings would depend on the limitations you set
in admin->otpions.
One would normally select web player to view videos on the web page.
Right now, I'm viewing an mp4 video on my Samsung Galaxy J3. full screen
and Firefox as the web browser.
