I think we need to promote the usage of mailing list among the new members.
Reasons:
(1) It will promote new members to participate.
 
Good idea, mailing list are a great way to hold discussions, implement ideas and focus on getting work done without the noise. While altogether maintaining transparency in the view of being an open-source community. If a new member wants to join up then he/she can easily, get up to speed on the topics concerned. 
 
(2) People new to community will get used to mailing lists.
 
 Agreed. As major open-source communities follow mailing list for all formal discussions.
 
(3) It will promote open-source culture among the new members.
I know i have a lot to learn about participating in mailing lists. So, It would be useful for me.

With all the advantages a mailing list enfolds within itself. I for one, see mailing list a thing of the past which is still effective now. This method of communication is "Archaic" but not by any sense obsolete. The proof comes from the fact that everyone still uses it. If they do then we should as well. I request everybody to participate in the mailing list actively by putting forward your views. And also join other mailing lists by FOSS communities.
