Stuck with isd_generate

After running  successfully spiceinit on fore.cub in isd_generate i am getting error 
 File fore.cub : No Viable Driver for Label 
please suggest the solution

I am not sure what mission this is for. If it is for Chandrayaan-2, for TMC or OHRC, we have specific instructions for each, which are needed since the official packages did not yet handle some issues.

If the documentation does not work, let me know. 

You can also run isd_generate with the --verbose flag, and then you can look up what it says for your particular mission.
