I may be wrong, but I didn't think Santana ever competed?
 
Can stallions not compete in Open classes? If so, then there is a venue for them, so the question may be better posed as to why they are not competing in the classes available.
 
Thankfully we don't have any restrictions here in the UK about showing Saddlebreds, other than legally the rider / handler must be 14 years of age, nor any restrictions about "ladies" showing stallions - which is just as well as there are few enough shows to begin with here! The only division where stallions are not "allowed" is equitation, and this is waivered if a stallion is the only mount of the rider (again, so few classes on offer).

Santana did compete. He won the three year old harness class at Louisville, and came back as a mature stallion to win the big stake. Several stallions have had breeding careers, and come back to show- it is thought to revitalize their breeding cache. Globetrotter, Extra Extra, and Dorian Wild Temper come to mind.
