My perspective, as a former Vice President and multiple term board
member of my State Charter Club, is that the questions asked by Julia
are good questions, but are being asked of the wrong group of
people.
I do not believe it is the responsibility of the ASHA/ASR to do any of
the above. I believe that the answers to the above are that all of
us, at the grassroots local level, have the task and ability to
a) support shows with entries and class sponsorships
b) suggest to our local Charter clubs that a 'clinic' or helpful
seminar be presented for the AOTs, if the desire exists for such a
thing in the area. Most AOTs, IMO, know where they can go if they
want assistance. If not, the listing of Saddlebred stables made
available on the ASHA site is a great tool for any that do not know
that.
Speaking as an AOT myself, I do not expect anyone to 'make a
championship show' for my class of ownership/enjoyment of the breed.
One of the fun things to me is, when personal funding issues allow me
to compete, to go compete against the professionally trained horses/
riders and see how I stack up. I would actually consider an all AOT
Championship show as counterproductive and not as much fun.

p.s. I learned much of what I know as a youngster, from Dawn Atlas,
who is an extremely knowledgeable trainer/instructor, to the point
that, IMO, I know more than some - but definitely not all - current
trainers do about bitting, mouthing and mannering a horse, dealing
with training issues, etc. I am an AOT because the whole training
process is fun for me, not because I do not know where I could take a
horse for training if I so desired. I board at a 'Saddlebred' barn,
but prefer to do all training of my horse myself. My current mare is
a project horse that I am looking forward to developing further.
