With this solicitation, the Bureau of Justice Assistance seeks to fund reentry services and programs focused on strengthening education and employment outcomes for individuals returning to their communities after a period of incarceration.


The purpose of this program is to support fair chance opportunities to improve education and employment outcomes for individuals currently incarcerated with 2 years or less before release into the community. For this solicitation, fair chance opportunities refer to reentry services and programs designed to increase access to in-demand jobs and meaningful careers for justice-impacted people upon and following their release from incarceration. Program contents may be education or employment focused.


About the survey: Each year, a random sample of Medicare beneficiaries is drawn from each participating MA plan. Two years later, the respondents are surveyed again for follow-up measurement. The goal is to see how well health plans help beneficiaries maintain or improve their health over time. The HOS uses a mixed mode data collection protocol consisting of two mailings and telephone follow-up of non-respondents to the mailed questionnaire. The sample for the survey covers all 50 U.S. states, the District of Columbia, and Puerto Rico.


How the data are used: The HOS allows objective and meaningful comparisons among MA contracts. The public and research communities use results to assess plan performance, monitor the health of the Medicare population and vulnerable subgroups, and evaluate treatment outcomes. Health plans use HOS results to identify areas for quality improvement, and Medicare administrators and policymakers rely on the measures to monitor MA plans. Since 2012, several HOS measures have been included in the Star Ratings for MA Quality Bonus Payments.

The Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement program seeks to promote safe outcomes during police encounters with persons in crisis through relevant training. Supported training programs must address one or more of the following areas of focus.


We recognize that de-escalation and crisis response training must be dynamic and ongoing, for this reason we support training in a variety of formats designed to meet the needs of the law enforcement profession. The FY 24 Safer Outcomes program has three solicitations, interested applicants should ensure that they apply under the solicitation that meets their eligibility and intent.


Awards under this solicitation will be made to law enforcement agencies seeking to implement training and related supports on this topic. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency.


There is approximately $7 million in funding available through this solicitation. Maximum award amount is $350,000. Multiple awards will be made. There is no local match required. Performance period for awards is 24 months.


Awards under this solicitation will be made to training centers seeking to provide de-escalation and crisis response training for law enforcement in a multistate region. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency.

The Assistant Secretary for Planning and Evaluation (ASPE) is the principal advisor to the Secretary of the U.S. Department of Health and Human Services on policy development, and is responsible for major activities in policy coordination, legislation development, strategic planning, policy research, evaluation, and economic analysis.


These studies explore education and employment outcomes through a partnership between the Iowa Department of Education and Iowa Workforce Development.
