Test suite migration

Bender and John Clark. Jeremy will mostly keep on porting the core
code. I'll be porting tests as well, and working on test facilities.
I made a lot of updates to the page for this effort:

I also added proposed assignments for the volunteers. Please read this
as soon as you can to review the assignments and let me know if I need
to rearrange anything. I tried to balance assignments to spread out the
effort, and to account for my weak perceptions of areas of familiarity.
Clearly the load will turn out to have been imbalanced in some way, so
anyone who breezes through his assignments in Xml/Core can move on to
Xml/Borrowed (after letting us know, to minimize any clashes). There is
plenty to the test suite I haven't got to assigning yet, so we'll
certainly balance it all out in the end.
I also added notes on conversion procedure.
