V10 Conversion Issues

I have a customer who just went to v10. Since then they have been
having instances where everyone will be locked out for a few minutes
and then can get back in. To me it sounds like a database locking
issue. The vendor who installed the upgrade is blaming it on the
server. The server is a 2008 server which runs at less than 20%
utillization.

Their database is old. Originally converted from Medi-Soft and is a
little touchy when doing rebuilds and such. This problem started with
the v10 upgrade.
Ideas?
