Yet another request for hosting suggestions

OK, I know there are always a million and one of these, but having
hunted, I'm still at a loss.
After having my domain down for the last few days without warning or
explanation at a fairly crucial point I'm now casting around for a new
host.
The basic requirements are for a developers account. It doesn't need
100% uptime all I ask is that when it's down, it's down for hours, not
days.
It doesn't have huge space or bandwidth requirements, it's basically
only used for demonstrating and testing prior to ideas and sites being
put onto other servers.
I need some kind of database access, I'm not too fussed about what type.

I need perl5 and ideally C++ and Java (Java friendly would definitely be
a plus).
At least 1 POP3 mailbox, telnet etc
Oh, and most importantly, it needs to be cheap ;o)

Any ideas?
