I'm not sure about the last file on your D:\ drive but the contents of the
Temp directory are just what they appear to be, temporary. It is usually
used by programs and their install routines as a dumping ground for any file
that they need to create to accomplish a given task. Well written programs
delete files they write to this directory before terminating. Poorly written
ones don't or crash before doing so. A good rule of thumb is that any file
that is more than one day old can be safely deleted from your temp
directory.

For the things in the Temp folder, probably. Almost certainly. If
you're worried, move the files to an alternative folder. One not in
your path. For example, a folder named "Junk". If nothing complains
about not being able to find a file in the next few days, then delete
it and its contents. Or zip everything up, and delete the zip after a
few days. Almost everyone has a Temp folder that collects useless
files. I'm deleting them all the time.
The "file0000._dd" in your D: root is something saved when you ran
Norton Disk Doctor. A sort of backup for if you want to undo the
changes it made when it found lost clusters or whatever. If your
system has been running OK since NDD made its changes, then it's safe
to delete it.
