I currently own win95 version 4.00.950a. Is there anyway for me to upgrade
to 950b without buying the newer version of win95?

Sure, DL all available apdates, open RegEdit and go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion. When there,
change string SubVersionNumber to display "b". This is as close as you can
get to OSR2 without buying it.

Wait for the Windows 97 release to get the full updates (yes, you have to
buy it).

You could steal it ;-)
No you cannot upgrade to OEMSR2 (Win95B) without OEMSR2. But most of the
"B" features are available for free download on the Microsoft site or at
least are announced there for future download. You can convert your
HardDrive to FAT32 with Partition Magic 3 or higher, but FAT32 is NOT
recognized by Win95(a), so it is not only useless, but contraproductive, if
you don't have Win95B
