As RoseSong mentioned, click Start, Click Run, type MSCONFIG (hit enter), click the button "EXTRACT FILE" and type in the name of the file you want to extract and click NEXT. Then type in the location of your WinMe CD, and in the next window type in the location of where you want to place that extracted file.
It should be that easy. If you don't know which files you are missing, you could simply install Windows ME on top of itself. You won't lose any data or programs, but it will replace or add necessary files as needed.
