Doc was right, you are half right.
Xin Loi means, Excuse me, Sorry, and apology. It's meaning depend on usage.
This is for the Num-biet and bac-biet. NOw for the GI.........Mi.......it can
pick up some collogual meanings.

trong tieng anh, no co nghia la;
sorry, excuse me va apology.
