If I were a strategist....

I would already have suitcase and "grocery bag" nukes planted, patterned, in
major cities, ready to go... I would have detailed mappings of silos and
control centers, thanks to my sizable microwave array that has been bouncing
off the ionosphere for years (of which the H.A.A.R.P. project in Alaska is a
late entry...). These would be subject to suicide missions using the same
devices that would take out the major cities, i.e., "portable" nukes. Ditto
for adversarial air fields across the world. There are only so many
installations, and I have plenty of such weapons... I would use the same
microwave/ionosphere technology to have a constant tracking of adversarial
missile subs, and match my killer subs with them... l would take out surface
ships with my subs' nuclear torpedoes.. I would concentrate my air resources
on taking out bombers and fighters that are in the sky at the time of my
move, and would be able to muster overwhelming force, putting it right where
it is needed most. My ballistic missles, far from being a first-strike
mechanism, would actually be the clean up crew, finishing the job, making
sure that the beast that was once my enemy would be unable to rise and
threaten me again.

I may well suffer damage to my people, of an "acceptable nature," especially
when compared to the eventual total annihilation of mine. I must strike while
I am ready, able, and still powerful enough to do so.

This has been a nightmare tangent presented to you by someone who doesn't go
in much for chest-thumping...

Questions:

Which country/countries is/are "open enough" to be susceptible to falling to
this strategy? How many nukes would be needed? Who has the most nukes? If
drugs and people are smuggled, why not nukes? Which country/countries that
are capable are also the most "desperate?" Is it wise to force issues from a,
"someone must win, someone must lose," mentality? Would it be better to
utilize transmitters to over-ride t.v. and radio frequencies, combined with
an internet and leaflets blitz, to plant the seeds that may lead to the fruit
of expanded mental horizons, mind-sets.... of course, expanded in fashions
that are conducive to my own well-being?
