Authorized For Service During the Operation Period, 18 Feb 1963. Due to the
exceptional work of Army, Air Force and Naval personnel performing with
outstanding service, proof was finally obtained that enemy forces were
re-supplying their cadre using sea routes and isolated ports. The discovery of
enemy re-supply at Vung Ro enabled Allies to conduct unrestricted joint
operations to counteract further enemy efforts to violate United Nations
prohibitions against infiltration intended to oppose and subvert the Republic of
Vietnam. The combined efforts of Army, Air and Naval forces after this incident
rendered impossible all future attempts by Northern aggressors to use sea lanes
