This will take at least 20 years because the brother or sister category is
lower than the children or parents. However, you have to do it as soon as
possible because there is no point of delaying it.

Visit the local office of "your" U.S. Representative or Senator in Congress.
Open the telephone book to "United States Government" (sometimes in the White
Pages, sometimes in the Blue Pages) and look for U.S. Congress, or Congress.
Be sure to bitch about the waiting time and ask what the member of Congress is
doing to reduce the delays and fees for "services" that aere only necessary
because of regulations the government chooses to impose upon itself. Don't
settle for help with your case, demand a cure to the problem in general. see

First, you must be a US citizen to petition for a Green Card for a
brother or sister. The category is Fourth Preference Family-Sponsored.

Second, there is a long wait but not as long as some reports would
suggest. The State Department's June Visa Bulletin shows that the
current priority date for Fourth Preference is March 1, 1988, a 10-year
wait.

Hope this helps.

You may visit the Department of State web site and look for the
priority dates in the "brother-sister" preference category.

The URL is: http://travel.state.gov/visa_bulletin.html
