H1B to F1

I'm staying in my home country and getting a H1B visa soon. I recently
got admitted to NEU for a PhD program and would like to go to the
school and have the following two choices:

1. Abandon the H1B approval when it comes and apply for the F1 visa in
my home country.

2. Stamp the H1B visa and go US to work with the VISA, apply to
transfer the H1B visa to a F1 visa before the school starts.

For the final goal of getting a F1 visa, which of the two ways gives a
better chance?

I know very little about transferring a H1B to a F1, would appreciate
it
if someone can give me some info about it.

Good idea. Notify the employer right away.

Don't do that. First, it would be immigration fraud (entering the US
with an H-1B without having the intent to actually work). Second, the
change to F-1 will take a year.

In my mind, it's a slam dunk.
