them, but never said anything about the CENOMAR.

Has she ever been married before or have any children? If she has been
married, then she must show annulment papers and if she has children and was
never married, she needs to have the CENOMAR to prove she was never married
or registered. But from what I can see, if they never asked for it at St.
Luke's, they may ask for it at a later time. At least, this is to my
understanding on what it is.....someone else want to jump in?

It is a certificate that you have not been married before. My fiancee
just started hers at the Philipine NSO office in Manila. Should be
ready by Sept 26th. (Hmmm... since I am wainting on Nebraska to thaw
out I have plenty of time...).
According the the NSO office the Embassy does not request its own
CENOMAR if the Fiancee supplies one but only verifies that it is
authentic. That is what the woman (at the NSO) told my Fiancee.
