AOS NYC - EAD - post attack processing times

On 29 Oct 2001, we received a letter from INS NYC local office
pertaining to the EAD. An interview has been scheduled for 02 Jan
2002 for my wife to show up in person. The letter states that it can
be used as confirmation of a pending application of EAD for my wife's
employment purposes (she has been working for 1.5 months, and of
course her temporary I94 EAD will expire on 28 Nov 2001). My wife
will continue to work using this letter as backup, should her employer
require it.

The letter does not expressly state that it is an interview, but
rather to come to one of the 'windows' there. Presumably, she will
show up and they will give her her 'permanent' EAD.

By sheer coincidence, I had earlier on the same day (29 Oct) contacted
the INS 800 number as to the status of the EAD/AP/Fingerprinting, etc
applications that we had filed (all on the same date on 28 Aug 2001).
I was concerned, as the attacks in NYC have probably delayed our apps.
to the point that the 90 day window (from 28 Aug 2001)will have been
passed without an INS confirmation of any sort.

A pleasant lady on the phone advised that if I do not receive anything
by 01 Nov 2001, to call back and that they would address our concerns
at that point in time. She further advised that the attacks HAVE NOT
SIGNIFICANTLY DELAYED NYC INS local office processing times, as the
offices reopened a few weeks after the attacks.

Our updated AOS timeline:

-29 Oct 2001: Received letter from local NYC INS office confirming an
appointment for 02 Jan 2002
-29 Oct 2001: INS advises that the attacks have not significantly
delayed NYC INS local office processing times
-28 Aug 2001: Attempted AOS, EAD, AP, in person; Told by INS to mail
it instead
-28 Aug 2001: Certified Mailed above mess (included personal checks
for fees, necessary copies of documents, & ADIT pictures)
-05 Sep 2001: INS cashes all 4 checks
-10 Sep 2001: Received cash register receipt of above (dated 30 Aug
2001)

And if the employer feels that the letter is sufficient. Nice to see
that NYC INS is doing something that might provide assistance in
allowing someone to continue employment in lieu of the actual EAD
itself. Now if the employer is agreeable, all is well.

It is never an interview. She will go to the designated floor/window.
Put her letter in the tray and wait for her name to be called. Her
photo will be taken and one fingerprint and then a wait for the EAD
card to be processed, given to her and away she goes.

It is by sheer coincidence that you spoke with someone that was
pleasant and had the right information to give you ;-))) NYC INS is
operating as usual and your delay was only approximately a few weeks
off what we formally encountered in regards to timeline for issuance
of the EAD and A/P with a mail in date of October 2 and issuance on
December 6.

This is SOP for NYC INS. They never had in the nearly four years
we've been dealing with them accepted walk in of the applications.
Others have tried what you did and had the very same results. But it
doesn't hurt to continue trying. At worse you have to mail it from
the PO close by and have a day in the city and at best you might get
lucky and have it accepted.

Quick turn around on the receipt. Now put it where you won't lose it.
You never know when in the future you might have need of it.

Who are so glad that the next time they have to deal with NYC INS will
be in the year 2003 when it comes to US citizenship.
