replacing black bars with curtains

I have a lot of 4:3 ratio video which when shown on TV has black bars on
the left and right of the picture. Is there anyway of replacing the black
bars with curtains in the video editor and producing a 16:9 ratio video. It
sort of like the curtains on a stage that has been pulled back effect I
wanted.
