VCR only rewinds in play mode

My RCA vcr recently is not able to rewind in the fast mode. I have to play the tape and then rewind it as I view the recorded sections. Does anyone know why this happens and can I fix it?

Related Comment: Try to find a stand-alone rewinder. You don't want to
get in the habit of rewinding tapes while they are up against the heads.
Your heads will wear out much faster (and just try to get heads
replaced these days.) Unless you've got thousands of hours of very
important tapes, which might merit stockpiling a few new VCRs to use in
future years as your old one(s) die, consider getting a DVR that can
burn DVDs and transfer those tapes to DVD before you find yourself one
day entirely unable to access your tapes.
