DVB-T usb dongle with drivers API

Hi All,

Goal is to develop for training purposes some kind of simple middleware and
application
(demux, zapper, peripherals and presentation layer - only gui, for a/v
decoding I would use
any of libraries like vlc or similar).

I would like to:
* parse and analyse ts
* deal with SSU
* deal with PVR functions
* deal with SI
* no CA of course, only FTA

I have two questions:
1) What is an architecture of dvb stack used in windows, i.e.
a) are drivers provided by the dvb-t implementing some kind of
prioprietary API,
which is used directly by the dvb applications, or
b) driver manufacturers impelments HAL and windows provides unified
interface
which must be used by middleware/application developer?

2) In case 1a) the second question is: could anyone recommend any particular
dvb-t dongle for which windows driver API would be provided?
