You have to know how to use Google without them data-mining you. One
also must be precise stating an error code (without the "-").
This verbatim Google search (with the quotes exactly as shown below):

finds this dated December 1993:

The above search is almost a googlewhack -- only 5 results. :-)
FWIW, the E03 error is described (ONLY) in the above document as:
2) E03 -- Mis-clamp condition on spin-up
The player begins to spin up the disc, then immediately spins it down
and you see the E03 error on the illuminated front panel of the player.
This error can be caused by a disc that is out of specification. Try
playing several different discs.
If the problem persists and you see the E03 error on the front panel
after trying to play several different discs, the player may need
service. Call 1-800-872-4159 for your nearest Authorized Service
Center.
My guess is the hub clamps are simply dirty and need to be cleaned.
I'm not familiar with the V2600 but the Pioneer players I have (2x HLD-X9,
CLD-99, CLD-D704, and CLD-980) are all similar in this regards:
1. remove the cover
2. remove the bridge over the platter (2 screws, one at each end)
3. rubber-like pads are now exposed, clean them. I use Formula 409.
4. reassemble and voilà.

I never heard of a CLD-D99 before, but Googling "Pioneer CLD-D99"
without the quotes finds a bunch.
CLD-D99 is the "International" version of what was sold in the US as
the Elite CLD-99. It is an excellent player by most estimate.

Most likely the spindle motor is not properly centered. There is an
adjustment that moves the mechanical assembly so it lines up squarely
with the spindle motor. If close to an extreme you get intermittent
play like you describe.
