Clipping Art from a Dvd on computor?

I want to clip a picture from a dvd. Webtv streaks the picture on most
animated dvd's.

HOW CAN I DO IT?

All the DVD (player) software I've owned have that capability, called
"capture" or something like that. Just press a particular button while
the DVD is playing, and the software captures a still image of that
scene.
