How to go from DVD to VCD (PAL) or QuickTime MOV?

I've just been given the loan of a DVD of a documentary, and would
really love to have my own copy. Alas, the DVD in question is no longer
available (limited run) and rather than grab the streamed version off
the website (see www.liquidcrystalvision.com), I want to turn the DVD
into a PAL-format VCD.

Failing that, I'd like to have it end up in an MPEG-1 file or QuickTime
MOV that would fit onto a 700 MB CD-R.

Over at VCD Help, there's one guide that sounds helpful but it requires
a non-free plug-in (the Panasonic thing, whatever that is), whereas the
other guides seem NTSC-oriented and use free/shareware tools or
commercial apps I've already bought.

Could somebody please post a step-by-step? I've got access to a grunty
PC with a DVD-ROM drive (AMD 1.6 GHz CPU, WinXP Pro, and plenty of RAM &
drive space). The movie is 61 minutes in length, and uses Dolby Surround
sound (which I would like to maintain, if possible).

If u follow the guide u wil be able 2 make an exelent copy
However if u want 2 go for maxium qual u should covert 2 xvid but cant play
that on a standalone dvd player.

Read it again ... Follow it step by step ... it DOES work ... also.. encode
to svcd thats much better qual than vcd.

... if you've the mindset of a programmer, the software gathering
instincts of a packrat and the persistence of a mother-in-law :)

Surely there's got to be an easier way than that guide.

I know it is, but I want it to be able to be played in as many devices
as possible - VCD support in locally-available consumer players is
uncommon, SVCD support is very rare, hence my request for VCD format.

Australia. VCD never caught on here.

There's three comsumer DVD players in this house, and only one of them
(a cheap Asian knock-out box) supports VCD.

Feel free to give a holler if you need a bit more details somewhere.

Here neither (Norway), but still everything sold supports it. Probably based
on the notion that surely someone bought a vcd and might wanna play it, and
it doesn't cost much to include the codec in the dvd player.

As far as supporting "all" standards, those cheap boxes are king compared to
the well known brands. Their quality/durability has gotten pretty decent by
now too. These days though I'd recommend Xbox over most anything. For half
the price of what you can get an equivalent DVD player for, you can get an
Xbox with progressive scan DVD/DivX/ XviD/mp3/anything playback. It doesn't
look too hot in the livingroom, but it'll play more than any other DVD
player you can currently find.

Aunsoft iMedia Converter for Mac would help to rip and convert DVD to QuickTime mov. Aunsoft DVD Ripper or Blu-ray Ripper can do the same thing and is giving a discount.
