Could be the cell phone companies want most/all of the UHF TV
broadcasting frequencies.

I thought there were only like 3 TV stations in that whole country anyway.

They took a different approach with their DTV "subchannels", here, some
subchannels many not be OTA in some areas of the USA, but Freeview is a
national service, created from the ashes of the failed ONdigital DTV
service from about 20 years ago:
