The first detail relates to the type of antenna the
government assumes the viewer is using. The assumption is
that the TVs are connected to an outdoor antenna 30ft above
the ground with an electric motor that allows the user to
point the antenna toward the desired station.

Very true for my case when I started DTV usage on my PC over two years
ago. My old rabbit ears were too weak even upstair on a hill (didn't
matter if the big tree were blocking my view or not) and under 20 miles.
I had to get a bowtie antenna to fix that my over the air (OTA) digital
feed problem. I hope I can still use it after 2009 deadline switchover
(none of the channels are going lower than 7 which I have problems with
analog on 2, 4, and 5 [rabbit ears did better!]).
