HbbTV is just the overall software branding/platform,
so the underlying transport is subject to all the same
problems.
The question or not of stuttering of the stream being
played comes down to the Internet connection and of course
the quality of the link from the HbbTV box (ie "smart" box)
or the HbbTV enabled TV to the router be it wireless or ethernet.
Most people with DSL of at least 8 Mbs have no problems
playing HD streams from the BBC with the BBC custom iplayer.
If you can get connected to some proxy server that is in the
UKofGB&NI so that your IP address is proxied to a UKofGB&NI
geographic IP address, you could even try it out yourself
for TV HD programs, otherwise you can just try out the radio
streams which are not geopgraphically protected (other than
a quality restriction on the live streams, ie no 320 kbps Radio 3).

I have no idea whose "brilliant" idea it was to use "brilliant pink"
