The problem, as Keith already replied, is that some email programs
include instructions in the HTML to reduce the font size.
Here is the most effective way to fix HTML messages with small font sizes
0. I will make the following assumptions about your Agent set-up
0.1 At "Folder >> Default Properties >> Default Language",
your default language is "English (American)"
0.2 At "Tools >> Options >> Languages", the list of languages
has only one entry which is "English (American)".
If these assumptions are not correct, the instructions
below may need modifying.
INSTRUCTIONS
ONE-OFF SET-UP - first you need to do some one-off set-up.
1. Go to "Tools >> Options >> Languages",
select "English (American)", and use the "Add" button twice
to add two more languages based on "English (American)".
Use these names for the two new languages
English (American) + increase font once
English (American) + increase font twice
2. Go to "Tools >> Options >> Display >> Fonts"
and change the message body font sizes for
"English (American) + increase font once" and for
"English (American) + increase font twice"
2.1 For the language "English (American) + increase font once",
increase the font size by 40%.
Here is how:
2.1.1 "Under Fonts for the language", select
"English (American) + increase font once"
from the drop-down list.
2.1.2 Click the "Variable-Pitch Body" button and increase
the font size by 40%.
2.1.3 Click the "Fixed-Pitch Body" button and increase the
font size by 40%.
This is what a 40% increase is:
8 --> 11
9 --> 13
10 --> 14
11 --> 15
12 --> 17
13 --> 18
14 --> 20
2.2 For the language "English (American) + increase font twice",
double the font size.
Here is how:
2.2.1 Under "Fonts for the Language", select
"English (American) + increase font twice"
from the drop-down list.
2.2.2 Click the "Variable-Pitch Body" button and
double the font size (e.g. 8 becomes 16).
2.2.3 Click the "Fixed-Pitch Body" button and
double the font size (e.g. 8 becomes 16).
TO FIX -- whenever you see a message with a tiny font, fix it like this:
3. Select the message in the message list pane
4. Go to "Edit >> Language" and change the language to
"English (American) + increase font once".
5. If the font size is still too small (this can happen sometimes),
go back to "Edit >> Language" and change the language to
"English (American) + increase font twice".
There is one side effect, which can be fixed.
6. If you reply to a message after having changing the language as above,
the font will be large in the composition window body.
To fix this, from that composition window go to
"Message >> Properties >> Language" and change the language
for the composition window back to the original "English (American)".

A side note for polyglots reading these instructions:
Agent has a maximum of 256 languages.
Yes, I know that Agent's language UID is 32 bits long. But
only the low order 8 bits of the language UID are checked.
