Why does apostrophe show up as ?

Some emails that contain apostrophe in HTML get rendered as ? Same for
quotation marks. Is it a bug or my settings?

What char set are you using and what language installed on OS

Some Chinese sites or Russian show as ??????? ??????? etc.

I have installed Western European and UK keyboard AGENT English (international)
