semicolon with list of names and titles

If I'm listing names and titles, but not everyone has a title, do I have to continue using the semicolon to separate names without titles. For example:

Name, Title; Name, Title; Name, Name, Name

Is that correct? Everyone with a title will be listed first. The list is for roll call at the beginning of meeting minutes, so it's not part of a sentence.

I would use a semicolon for consistency. An alternative might be to use
parentheses:

Name (Title), Name (Title), Name, Name...

depending on the kind of titles these are.

Thank you, Les. The person before me used all commas. There are two lists. One has titles like Chairman and Vice Chair. The other has employee positions like Director and Chief Operating Officer. Parentheses are probably the way to go.

Yes.

No.

Of course, you might also choose another format, like a vertical list
of names.
