Tidy Bowl Man

Let me ask a question about the following sentence from a novel.

It was in the steno for typing when Mrs Clean and
the Tidy Bowl Man came in to their deed.
(S.Martini)

context: A detective is making a mock of brother and sister
who cleaned the room, resulting in the loss of evidence.
question: about "Tidy Bowl Man". I guess it means
something like man's being fastidious about cleanliness.
If so, what is "Bowl Man"? How "Bowl Man has something
to do with "cleanliness"?

Tidy Bowl Or Ty-D-Bol is a cleaning product for cleaning toilets.
Ty-D-Bol man was a personality that promoted the product on TV in the
early '70s.

If I recall correctly, he was a tiny guy in a tiny boat in the toilet.
