Interesting. The 15-character limitation seems to be a convention
peculiar to the aeronautical industry.
No, American Express card numbers have the same limit (after historically having
a 13-character limit)...competitors' card numbers have limits of 16 characters,
the better to fill up more of the ISO-8583 PAN ("Primary Account Number") field
which can hold up to 21 digits....r

That is NOT how we express questions in English. You must use an
auxiliary verb -- "Does overlength mean 'extended'?"
The basic meaning of "overlength" is "longer than is normally allowed".
For example, there might be a law saying that trucks on a highway are
normally allowed to be up to 15 m long, for example. If you have to
send something that's 20 m long, you can use a longer truck, but then
the law might say that it has to have special lights and signs so that
people coming up behind it know that it's longer than other trucks.
This might be described as an "overlength truck".

Probably not. The colon suggests this is
from a catalogue, and the last line of text
looks as if names a component longer than
some familiar standard. But if it is from a
parts catalogue you can easily ask the
vendor what the words mean. This is sometimes
necessary when technical jargon and sales
jargon coincide.
