- Things are going as planned.
you need a verb there:
- things are going as expected, as feared, as hoped.
You can say:
- Things are going to plan.

With your wording "things are going as planned" would be usual, but you
could also say "things are going according to plan".

This is certainly an opened can of worms!
For very casual English language,
"Things are going as planned."
However, you do not want to be a casual speaker, yes?
Use of "things" is too generic, too encompassing.
"Things" could be literally anything; bugs, nudism,
drunkenness or even a Hollywood starlet enjoying
her one-hundredth plastic surgery.
Use of "going" is also too casual. "Going" suggests
something is in motion, such as walking or moving
about by some means of transportation. Use of "going"
can also suggest an event is about to happen rather
than currently happening; "gonna" "going to".
"Construction is progressing as planned."
"Company policy is being implemented as planned."
"Shipping is moving along according to plan."
"Our teacher is following her teaching plan."
Work at being more specific, work at being direct and
to-the-point with your English language usage and others
will enjoy a more clear understanding of your message.

"as planned" or "according to plan"
"... according to plan, according to plan.

In my experience, at least empirically, both are wrong. The normal
state is "things are going to buggery"
