I say you can perform work, perform surgery, or perform a song, but not
perform a project. You can perform design work for a project.
Searches at Yahoo give many more examples on say
"perform a project review"
than
"perform a project" (which, however, exists)
thus I'd have to say it isn't quite idiomatic, but ...

You are right: the phrase is unidiomatic. We prefer
carry out a project, execute a project, etc.

Now, that's funny, as every string containing "perform a project review"
also contains the string "perform a project", while the other way round
this isn't necessarily true.
