The company for which I work has been using this expression. I believe
it to be unidiomatic.

I say you can perform work, perform surgery, or perform a song, but not
perform a project. You can perform design work for a project.

Searches at Yahoo give many more examples on say
"perform a project review"
than
"perform a project" (which, however, exists)
thus I'd have to say it isn't quite idiomatic, but ...

You are right: the phrase is unidiomatic. We prefer
carry out a project, execute a project, etc.

We are a civil engineering firm. We design bridges, roadways, etc., but
do not build them. Constrction contractors do that. We are given a
'project' to design a bridge, etc., and deliver to the client a set of
plans, at which point our work is done (usually).

You can't perform a projectile either, but you can hurl one.

COBOL memories: but you perform a paragraph....

There's also the intransitive version: "Last night, a shutoff relay failed to
perform"....r

Now, that's funny, as every string containing "perform a project review"
also contains the string "perform a project", while the other way round
this isn't necessarily true.

What is x in the yahoo.x you are using?
