hat's the Term for Unrelated Sibling?

A girl’s mother’s new husband’s son (the boy) from the husband’s prior
marriage is what relation to the girl? The girl doesn’t share either
genetic parent with the boy. The girl has half the genes of her
mother, and the boy has half the genes of his father. But there’s no
genetic overlap between the girl and the boy.

Some would use the term non-genetic brother. Is there a more accurate
or more accepted term?

If at least one of them has been adopted by the stepparent, then that's
a reasonable designation, but "adoptive brother" is far more common.

Step brother (or sister) is the usual term if there's no blood
relationship.
